| Mission: | |
| To meet our federally-mandated responsibility to provide equal access and opportunity to all academic programs and campus activities for students with disabilities at North Dakota State College of Science. | |
| Laws impacting post secondary education: | |
| Section 504 of the Rehabilitation Act of 1973 Americans with Disabilities Act of 1990 |
|
| Differences in Secondary and Post Secondary Rights and Responsibilities: | |
| A summary of the differences between the laws impacting services to students with disabilities in secondary versus post-secondary environments. | |
| Disability Support Services Functions: | |
| Provide appropriate and reasonable accommodations for students with disabilities. These accommodations are provided free of charge. | |
| Promote the philosophy of equal access and opportunity with all North Dakota State College of Science administrators, faculty, staff and students. | |
| Serve as a resource for faculty and staff on issues regarding disability. | |
| Refer eligible students with disabilities to academic support services (e.g. Division Academic Counselors, Academic Services Center). Encourage self-advocacy for students with disabilities to increase their independence and level of self-sufficiency. | |
| Make referrals to outside agencies when appropriate (e.g. Vocational Rehabilitation, Counseling Services). | |
| Who qualifies for Disability Support Services? | |
| Individuals with physical disabilities, hearing or visual impairments, speech or language impairments, learning disabilities (e.g. dyslexia, ADD/ADHD), or other health-related impairments. The American's with Disabilities Act defines disability as "...a physical or mental impairment that substantially limits one or more of the major life activities (e.g. learning, walking, seeing, hearing, etc.) of such individual; a record of such an impairment; or being regarded as having such an impairment." The presence of a condition commonly referred to as a disability is not the standard. The extent to which the condition interferes with one or more major life activities is the trigger for protection under 504 and the American's with Disabilities Act. | |
| Are all students with disabilities automatically registered with the Disability Support Services office? | |
| No, some students with disabilities have chosen not to be registered with the Disability Support Services office, or they may not have met the eligibility criteria for services. In either instance, students who are not registered with the Disability Support Services office are not eligible for college disability accommodations. | |
| How do I receive Disability Support Services? | |
| A student with a disability must do the following: | |
| • Self-disclose his or her disability at the Disability Support Services office; | |
| • Fill out the Student Information sheet and Release of Information form; | |
| • Provide documentation regarding his or her disability; | |
| • Request accommodations through the Disability Support Services office; and | |
| • Discuss accommodation recommendations with their instructors in a private setting. | |
| DSS Documentation: | |
| Acceptable documentation should include your most recent psychological evaluation, IEP (if applicable), or medical report from a physician that clearly states a diagnosis and makes suggestions for accommodations. An IEP alone is not sufficient documentation at the post secondary level. Documentation is usually considered "current" if it is within the past three years, but the age of acceptable documentation is dependent upon the disabling condition, the current status of the student, and the student's request for accommodations. Documentation should be from an appropriate credentialed professional. For additional information see Guidelines for Disability Documentation. Verification by another institution or organization does not guarantee eligibility at the North Dakota State College of Science. | |
| Access to Accommodations: | |
| Some examples of accommodations may include note taker services, taped texts, oral testing, scribe services, extended time on tests, enlarging of printed text and removal of physical barriers. To arrange for accommodations you must contact the Disability Support Services office at (701) 671-2623 | |
| Sign language interpreter guidelines | |
| The sign language interpreter guidelines outline the college's responsibilities. Also, see the Frequently asked questions section. | |
| Personal care attendant guidelines | |
| The personal care attendant guidelines outline the college's responsibilities and the students responsibilities. Also, see the Frequently asked questions section. | |
| Service animal guidelines | |
| The service animal guidelines defines a service animal and distinguishes a service animal from a pet or therapy animal. They also outline both the college's and student's responsibilities regarding the use of serviced animals. Also, see the Frequently asked questions section. | |
| Timelines: | |
| Both the request for the accommodation and the provision of the accommodation must be appropriate and timely. The Disability Support Services office will address requests for accommodations in a timely manner, but the institution cannot guarantee the availability of appropriate accommodations without ample lead time to make preparations and/or investigate resources. | |
| For specialized services, such as interpreting and or captioning, the request must be made in writing on the Service Agreement for Interpreters and or Captioning form at least 30 days in advance. | |
| The Disability Support Services office needs four to six weeks advance notice to process textbooks in an alternate format. | |
| Faculty Responsibilities: | |
| Our faculty and staff play a crucial role in the implementation of support services. The partnership between faculty, staff and students creates equal access for learning. Like all students, individuals with disabilities want to learn and show what they have learned. | |
| To support them in this endeavor, faculty: | |
| • Should direct students who declare a disability to the Disability Services Coordinator in the Disability Support Services office; | |
| • Should not solicit or review documentation of a disability; | |
| • Should understand that recommendations regarding accommodations are open for negotiation; | |
| • Should discuss disability-related information with a student only in a private setting; | |
| • Are encouraged to carefully consider what the essential components of the course are and provide that information on the syllabus; | |
| • Are encouraged to state the course attendance policy and late assignment policy on the syllabus; and | |
| • Are encouraged to include a disability statement on the syllabus and read this statement on the first day of class. | |
| North Dakota Vocational Rehabilitation and Minnesota Department of Rehabilitation Services. | |
| Disability Support Services works closely with Vocational Rehabilitation offices. It is important for prospective students to inquire about these services prior to coming to the North Dakota State College of Science. Vocational Rehabilitation may be able to assist eligible students with disability-related training or employment costs. | |
| Every state in the nation has a Vocational Rehabilitation program even though it may not be specifically called "Vocational Rehabilitation". Check the government listings in the telephone directory under "state agencies". | |
| A representative from the Fargo, North Dakota, Vocational Rehabilitation office visits the North Dakota State College of Science campus on a weekly basis. To schedule an appointment contact Priscilla Frank at (701) 671-2622 at the Academic Services Center. | |
